The newly-released President’s Management Agenda has identified data as one of the three main drivers of transformation in the federal government. The administration has already begun working on a data strategy and infrastructure to strengthen the ability of agencies to leverage data to improve the effectiveness of their operations and services. This panel will discuss the challenges and questions that must be addressed to achieve this vision—and the steps that individual agencies can take now to position themselves for the future.

Although the concept of “machine learning” has been around since the late 1950s, its use has been growing exponentially in the last few years. And since well before the movie “AI” came out in 2001, artificial intelligence in machines has been growing more advanced, exhibiting reasoning and showing knowledge and perception. But many agencies are still struggling to understand what machine learning and AI mean to them, and what’s involved in leveraging these technologies. A panel of experts will address these questions and more.

Although the combination of cloud and shared services have long been touted for their potential to bring cost savings and improve operational efficiencies, the approach has been slow to gain traction in the federal government. That seems likely to change, however, in the wake of the administration's 2017 executive order on cybersecurity and the recently passed Modernizing Government Technology Act, both of which emphasize the value of shared services. This panel will discuss key issues around cloud and shared services, including security, governance, budgets, acquisition policies, and the role of industry.

But security—the ability to ensure the integrity, privacy, and transparency of a digital transaction—has proven a challenge. That is where blockchain comes in. This concept of a distributed ledger system, implemented appropriately, has the potential to address a wide range of requirements across the federal government.

IT modernization is reshaping how federal agencies develop and manage IT services, with a focus on incorporating cloud, DevOps, agile, and automation. But this accelerated push for modernization and transformation could lose momentum if agencies do not address the security requirements of this emerging enterprise. This panel will guide attendees through the key security requirements, guidelines, and initiatives, including the cyber executive order, the Report on Federal IT Modernization, the Modernizing Government Technology (MGT) Act (passed as part of the 2018 National Defense Authorization Act), the Continuous Detection and Mitigation program, and more.

Track 4: ACQUISITION - Session 4.A ATOs to the Cloud
 

A traditional approach to achieving Authorizations to Operate (ATOs) can become a drag on efforts to respond to continuously evolving cybersecurity requirements, emerging technology and the drive for IT modernization. The tension becomes especially apparent when it comes to the cloud, which enables agencies to quickly develop and deploy new applications. Such benefits are lost if the ATO process cannot keep up. In this session, panelists will share lessons learned about streamlining ATO processes for quicker, faster migrations to the cloud.

Track 3: CYBERSECURITY - Session 3.B Agency Cybersecurity - Ongoing Authorization and Reauthorization

 

The major tenets of DevSecOps are culture, automation, learning, measuring and sharing. Project teams at the agency and program levels are working feverously to change the culture of their agencies to allow modernization to take hold. One critical goal is to speed up the Authority to Operate (ATO) security process, with a focus on moving to On-going Authorization (OA). Unfortunately, while technical guidelines for OA exist, the organizational structure, processes and tools are not fully understood. This panel will help attendees understand how to adopt OA and begin leveraging it to deliver secure applications more quickly and effectively.
