Artificial Intelligence and Machine Learning are expected to revolutionize how government operates, enabling federal employees to focus on core responsibilities related to their agencies’ missions while spending fewer hours on administrative tasks. Moreover, federal decision makers are looking to harness the potential of AI/ML to make positive changes in areas such as healthcare, natural disaster relief, citizen services and cybersecurity. The federal government must prepare for the coming boom in AI/ML. Global spending on AI/ML solutions is expected to grow to almost $100 billion in the next three years. Meanwhile, the federal government’s non-defense budget request for AI/ML is almost $1B for 2020.  Federal managers will have to coordinate long-term investments in AI/ML research and development, focusing on strategic priorities, such as algorithms to enable robust and reliable perceptions, developing general AI/ML systems that exhibit the flexibility and versatility of human intelligence and combinatorial optimization to obtain prodigious performance.

Furthermore, federal leaders must promote safe and effective methods for human–AI collaboration to achieve optimal efficiency and performance; improve the safety and security of AI/ML systems so that they operate in a controlled, well-defined, and well-understood manner; as well as develop shared public datasets and environments for AI/ML training and testing to increase the benefits and trustworthiness of AI/ML.
